One Hundred Years of New England Division Conventions

—Skip Youngberg, K1NKR

6th Annual Boston Hamfest & ARRL Mass. State Convention image from 1939“I’m a ham radio operator.  I’ve got friends all over the world—and none at home.”  (overheard at lunch during the 1995 New England Division convention in Manchester, NH)

Actually, we hams have socialized since the start of the hobby.  On the air, at club meetings, annual dinners, flea markets, hamfests, and at ARRL-sponsored conventions.

As a kid, I remember my parents looking forward each year to the Providence Radio Association’s dinner dance at Johnson’s Hummocks.  Uncle Jack was an early PRA member and dinner dance attendance was part of the family culture.  But in the 1950s dinner dances were for adults only.  Even when I was thirteen and got my ticket, it was still a couple of years before I got to attend.  Back then, I never even knew about state or division conventions.  In fact, the first convention I attended was the 1966 ARRL National Convention in Boston while I was in college.  And later than that, while on an Air Force business trip back to the US from Germany in the late seventies, I stumbled into the Dayton Hamvention.  (Almost exactly fifty years later I went back to Dayton and concluded that once every fifty years is good enough.  New England conventions, which I’ve been attending religiously since returning to the area in 1989, are just as good.  Maybe even better.)

The first ARRL convention of any sort was announced in the November 1916 QST to be held in New York City “sometime in the Christmas holiday season.”  “We have had meetings of Clubs and Societies of general character to discuss scientific question on radio, but there has never been a convention of operating amateurs to discuss operating questions.  It would be intensely interesting for many of us who hear each other nightly to meet and get acquainted,” the magazine editorialized.  This certainly set the expectation for all subsequent conventions.

New England Division conventions have been held for one hundred years, although there haven’t been one hundred annual conventions.  New England’s first ARRL-sponsored Division convention was held in Springfield, MA, on 28 and 29 March 1924.  Division conventions moved to Worcester (1925), Providence (1926), Hartford (1927), and Boston (1928).  Throughout the twenties and thirties, Boston-based Massachusetts State conventions were typically held in combination with the Boston Hamfest.    Division and State (Section) conventions filled the average ham’s social calendar from the 1920s to the 1960s.  There were a few “conventionless” years—some forced by historical events and some apparently the result of business decisions.

The original New England gathering, the 1920 Conference on Interference, was a meeting of the FCC Boston office, Amateurs, and Harvard and MIT traffic handlers to address issues affecting the passing of traffic.  The 1922 “convention” was also principally one of a continuing series of traffic meetings.  The 1924 convention (“the first real convention ever held as such,” per QST) and those thereafter were usually the kind of technical get-to-know-you events we are now used to.

ARRL New England Div. Convention coin, Springfield MA 1914-1939The typical convention had fewer than ten technical talks, at least through the thirties.  Each of these meetings garnered consistent attendance by numerous ARRL Headquarters Organization officials; large club delegations; Army, Navy, and Naval Reserve officers; and academia.  They were also attended by the FCC’s First District Radio Inspector to conduct license exams.  (Fifty to sixty new licenses was typical.)  The gatherings often offered tours to local radio stations or electronics factories.  Prizes during the convention were and remain a major draw.

There were three talks during the 1925 convention.  John Reinhartz, 1XAM himself, spoke for an hour and a half on “Short Waves.”  Prof. White, of Dartmouth College, explained Ohm’s Law.  And Prof. Newell, of Worcester Polytech, thoroughly covered the subject of vacuum tubes.  And harking forward to the “let me check out your Baofeng for you” technical assistance of nowadays, 1925’s 1YK group (from WPI) offered wavemeter calibration “to make it easy for New England ‘hams’ to keep within their wavebands.”

ARRL President Hiram Percy Maxim and his wife each gave “fine talks” at the 1926 Division Convention banquet in Providence.  ARRL Treasurer A.A. Hebert, First District FCC Radio Supervisor C.C. Kloster, and D.A. O’Connor, president of the Providence Radio Association, as host.

Television was introduced and demonstrated to the Amateur community by C.N. Kraus, W1BCR, during the 1929 convention in Springfield.

1935 N.E. Division Convention ribbon sponsored by Central MA RA, Worcester MAEarly on in the history of New England Division conventions, a group from the Hudson Division presented the hosts a bottle of glue “to forever bind our organizations together.”

VHF, then called “the ultra-highs,” was well represented in the early thirties.  Technical talks began in 1929, and by 1934 numerous attendees arriving with 56‑mc AM‑phone mobile stations (56 MHz was the five-meter band which preceded our 6m allocation) were noted at the Massachusetts Section convention in Provincetown and the Division convention in Springfield.  A five-meter hidden transmitter hunt was one of the highlights of the 1936 Connecticut Section convention.

While CW copying contests were common during banquets, surely the highlight of celebrity and performance came at the 1937 Division convention when T.R. McElroy gave a demonstration and copied, unofficially, 82 words per minute.

In the early years, conventions were major events for what was, admittedly, a small population.  Half- to full‑page QST announcements and reviews were common.  The 1925 Vermont Section convention, for instance, garnered a half-page QST write-up and the 1928 Maine Section convention’s report covered almost a full page (and its banquet was broadcast over WCSH radio in Portland).  These extended reviews seem to have been eliminated after 1940.  Prior to all that, each convention announcement was news in itself.  QST started the “Coming Conventions” insert box in 1946 and virtually ended all post-convention coverage except for national events.  There were, however, very occasional STRAYs with photographs.

Banquets have always been a part of the ticket, usually priced separately.  Banquet price was typically 2‑1/2 times the registration price (e.g., $1.00 for registration and $2.50 for the banquet in the early years).   There was often exceptional club-provided skit-style entertainment at the banquets:  typically Liars contests, Cracker Eating contests, and put-on technical talks.  And ever since that first division gathering in 1924, conventions usually included a midnight ceremony to introduce and induct attendees into the Royal Order of the Wouff Hong.

A few highlights:

  • The Springfield ARA celebrated its 20th anniversary and the League’s 25th anniversary by sponsoring the New England Division convention in 1939.
  • Attendance at early conventions was in the low hundreds. Attendance finally totaled one thousand—at the Massachusetts Section convention—in 1939.
  • Conventions were suspended from 1941 through 1945. Then in April 1946, QST pronounced, “FLASH!  First Postwar New England Division Convention, Dennison Memorial Hall, Framingham, Mass.  Saturday May 4th.”
  • The New England Division conventions presented a Ham of the Year award in the mid-1960s.
  • The New England Division convention was billed as “the world’s largest “hamfest” in April 1964 QST.

The Federation of Eastern Massachusetts Amateur Radio Associations (now officially named just FEMARA, to encompass the entire Division) sponsored both the 1966 and the 1970 ARRL National Conventions.  FEMARA has sponsored virtually every New England Division convention since 1960.  Other sponsors have included the Pioneer Valley Repeater Association (Hartford, 1975), the NE Division Convention Committee (Hartford, 1977), and the Connecticut Amateur Radio Society (Hartford, 1979).  (The 1981 Division convention was held in Hartford, but I have no information on it.)  There were no Division conventions announced for 1971, 1972, 1974, for the odd numbered years of 1983-2013, and for 2014.

Section conventions here in New England pretty much went extinct by 1960, although they remained popular in other sections of the country.  Nowadays they have returned and the Vermont, Maine, and Connecticut state conventions are the stalwart Section gatherings here in New England.  Notably, these New England state conventions picked up the slack during the years when there was no New England Division convention.  Some of the state conventions were listed as “ARRL,” i.e., “Section,” conventions and some were listed as just “State Conventions.”

To put the major conventions and hamfests in historical perspective, Hamcation (which claims to be the 2nd largest annual gathering of radio amateurs in the world) started as a club event in Orlando in 1946 and was first held as a major hamfest in April 1960.  The origins of the Huntsville Hamfest date back to August 1954.  The Dayton Hamvention goes back March 1952.  The first HAM RADIO in Friedrichshafen, Germany, took place in 1976.  But these are hamfests, pretty much commercial in nature, not Division conventions.

So what does today’s New England Division convention offer?  Camaraderie, flea markets, a full program of talks, vendors, activities and demonstrations, banquets, guest speakers, and prizes.  Amateur Radio is a doing, achieving, learning hobby, with many personal rewards.  At conventions, we convene:  we share the opportunity to exchange brags and ideas, and have the opportunity to learn about the full spectrum (pardon the pun) of Amateur activity and interest.
